Threat Scenario: The Synthetic Diplomat
Imagine a geopolitical crisis where a state-sponsored group uses a powerful, commercially available language model to create a “synthetic diplomat.” This AI generates highly convincing but false diplomatic cables, social media posts from seemingly legitimate sources, and deepfaked audio of officials, all designed to sow confusion and escalate tensions. The government’s intelligence agencies detect the anomalous activity but lack the granular model-specific knowledge to attribute the attack or understand its full capabilities. The private company that built the model has the technical expertise to analyze the artifacts but lacks the classified geopolitical context and legal authority to intervene.
This scenario highlights a critical gap: neither the public sector nor the private sector can effectively counter sophisticated AI threats alone. This is the operational space where Public-Private Partnerships (PPPs) become not just beneficial, but essential.
The Rationale for Collaboration
Previous chapters discussed top-down regulation and bottom-up industry self-regulation. PPPs represent a third, collaborative approach that bridges the divide. They create formal and informal structures for sharing resources, expertise, and intelligence that are unique to each sector. The goal is to create a more resilient national and global AI ecosystem than either side could build independently.
A successful partnership recognizes the distinct strengths each party brings to the table. This isn’t just about government funding for private research; it’s a symbiotic relationship built on mutual need.

Models for Effective Partnership
PPPs in AI security can take several forms, ranging from informal information sharing to deeply integrated joint operations.
1. AI Information Sharing and Analysis Centers (AI-ISACs)
Modeled after the successful ISACs in the cybersecurity domain, an AI-ISAC would serve as a trusted clearinghouse for threat information. Members from both public and private sectors could anonymously or openly share data on novel exploits, disinformation campaign signatures, or vulnerabilities discovered in foundation models. This creates a collective defense where an attack against one becomes a lesson for all.
2. Joint Red Teaming and Audits
This is a direct application for AI red teamers. In this model, government agencies with specialized expertise (like the NSA or GCHQ) could form dedicated red teams to assess the security of critical, privately developed AI models. Conversely, expert red teamers from private labs could be seconded to government projects to help secure public-sector AI deployments. These exercises provide invaluable, objective feedback that internal teams might miss.
3. Coordinated Vulnerability Disclosure (CVD) Programs
PPPs can establish and manage a national or international CVD program specifically for AI models. When a security researcher finds a critical vulnerability (e.g., a jailbreak that bypasses all safety filters), the partnership provides a secure, trusted channel to report it. The PPP can then coordinate the disclosure with the relevant AI developer, ensuring the vulnerability is patched before being publicly announced, preventing widespread exploitation.

Inevitable Challenges and Mitigations
Establishing effective PPPs is fraught with challenges that must be proactively addressed. Ignoring them will lead to partnerships that exist only on paper.
- Trust and Confidentiality: Private companies are hesitant to share proprietary information about their models (architectures, weights, training data) for fear of intellectual property theft or leaks. Governments are similarly constrained by laws around handling classified information.
Mitigation: Establish strong legal frameworks, non-disclosure agreements, and “clean room” environments where sensitive data can be analyzed by vetted individuals from both sides without being directly shared. - Speed Mismatch: Government bureaucracy moves at a much slower pace than the AI development cycle. A threat that emerges today could be obsolete by the time a formal governmental response is approved.
Mitigation: Create agile, semi-autonomous joint task forces with pre-approved mandates to act quickly on specific classes of threats, bypassing standard bureaucratic chains for time-sensitive operations. - Conflicts of Interest: There is a risk that companies involved in a PPP could influence policy and regulation to favor their own products.
Mitigation: Implement strict transparency and ethics rules. Ensure that partnerships include a diverse range of companies, academics, and civil society groups to prevent any single entity from having undue influence. - Liability and Accountability: If a joint operation fails or causes unintended harm, who is responsible? The government agency, the private company, or the partnership entity itself?
Mitigation: Define clear lines of accountability and liability in the partnership’s founding charter. This may require new legislation to create a legal status for these hybrid entities.
Ultimately, public-private partnerships are not a panacea for AI security. They are, however, a critical operational tool. While regulations set the rules of the road and corporate governance builds the vehicle, PPPs are the expert mechanics and emergency responders who keep the system running safely when faced with novel and sophisticated threats.
